Image compression comes in two flavours. Lossless compression rewrites the file more efficiently and keeps every single pixel — the result is usually only 5–20% smaller. Lossy compression throws away detail your eyes are unlikely to notice, which is how you get 70–90% reductions.
For photographs, lossy is almost always the right answer. The quality slider above controls how aggressive that discard is: at 100 the encoder keeps nearly everything, at 20 you will start seeing blocky artefacts and colour banding. Somewhere around 75 sits the point where most people cannot tell the two images apart in a side-by-side test.
